But the real center is often not the place of production, but a node where competencies, repair facilities, personnel and, critically, infrastructure for processing and dispatch converge. This is a common mistake: they look on the map, but they should look at the value chain. I experienced this first hand when ten years ago we tried to localize the supply of equipment for processing plants near Perm. The map showed the “center”, but in reality it showed outdated workshops and a shortage of engineers who could assemble and configure a complex separator. We actually had to create a service hub from scratch, bringing specialists from other regions. This was the first call: the geographical center and the operational center are two different things.
Let's take, for example, the enrichment of potash ores. The technology seems to be established, but each plant has its own nuances in pulp composition, size, and humidity. Universal equipment from the manufacturer almost always requires tuning on site. This is where the problem of the “center” comes into play. — if there is no strong engineering base nearby capable of such adaptation, the whole chain stops. I have seen the newest flotation machines sit idle for months in Berezniki because the local mechanics were used to the older models and the documentation was only in English. The center must have the competence not only to operate, but also to transform equipment to suit its needs.
It is in such nodes that partnerships with manufacturers who do not just sell “hardware”, but are integrated into the process, become critically important. I have seen cases where an expensive imported separator performed worse than its domestic counterpart simply because it was included in the existing chain “as is?”, without revising the previous stages of crushing and classification.
Historically, centers were formed near deposits. But now, with the depletion of nearby reserves and tightening environmental regulations, the picture is changing. It is often more economically profitable to transport raw materials 200-300 km to a place where there is a ready-made transport interchange, energy resources and, most importantly, a personnel reserve. A striking example is some enterprises in the Perm region, which began to increase their capacity not near the mines, but closer to the railway hubs and shipping routes of the Kama. One of the most painful topics related to logistics is the provision of spare parts. Equipment, especially specialized equipment, breaks down. You can build a modern workshop, purchase the best equipment, but if there are no people who understand the process inside and out, it’s all just a pile of metal. The problem of personnel for mining and chemical centers is acute. Young people are not always eager to move to regions where many enterprises are located, and experienced specialists are aging. Moreover, we need not just mechanics, but technologists who see the relationship between production, enrichment and logistics.
What’s interesting here is the approach of some companies that invest in local training. They don’t just sponsor scholarships at universities, but create training centers right in production. It is important for the center that the future engineer comes with an understanding of how specific equipment works in real, rather than laboratory, conditions. Such specialists quickly integrate into processes and are able to generate improvements.
But there is also a downside: even a trained specialist needs to be retained. And this is a question not only of wages, but also of the social infrastructure of the center itself - housing, kindergartens, quality medicine. I saw how a promising project in the mining and chemical cluster was losing momentum due to the fact that the engineers who came to the launch simply did not want to stay with their families in a village with one school and a minimum of opportunities for development. The center must be attractive for life, otherwise it will constantly “bleed?” personnel.
Previously, the main thing was volumes and costs. Today, without strict compliance with environmental standards and social programs, the center not only risks its reputation - it could be closed by a court order or face constant protests from local residents. This is no longer an abstraction, but a daily reality for many enterprises, for example, in phosphate rock pools.
The introduction of modern water purification systems, the reclamation of tailings, and the reduction of emissions - all this requires huge investments. And here a conflict often arises: money that could be invested in new enrichment equipment to increase efficiency is spent on “unproductive”, from the point of view of the old school, environmental projects. Interestingly, equipment manufacturers are now also actively joining this agenda. We're not talking about the "Internet of Things" just for show, but about predictive analytics systems that allow you to predict the wear of equipment components, optimize energy consumption and product quality in real time. For the center, this means a gradual shift from a purely physical infrastructure to the creation of a digital twin of the entire production cycle.
This can lead to an interesting effect: the physical processing center remains local, but the decision-making and data analysis center can be distributed. For example, a group of the best technologists can be located in Yekaterinburg or even abroad, remotely monitoring the operating parameters of factories in several regions and making recommendations. This is no longer science fiction, but pilot projects in which we participated. True, we encountered resistance from local staff: “We’ve been working here all our lives, and now some specialist from the office will give us instructions?” The introduction of such technologies is always also a change in management culture.
Ultimately, futurecenters of the mining and chemical industry, in my opinion, will be determined not so much by geography as by the density of three elements: advanced technologies adapted to local conditions (where the role of manufacturers like LONGI will only increase); concentration of competent and motivated personnel; and a developed digital ecosystem linking production, enrichment, logistics and environmental monitoring into a single controlled loop. Those points on the map that can assemble this triad will become new poles of attraction for the industry, no matter how rich the original deposit is under their feet.
